The Building Regulations and Technical Handbooks issued by the Scottish Government provide reasonable standards for securing the health, safety, welfare and convenience of people in and around buildings. They also aim to conserve fuel and power, and to further sustainable development.
The Building Regulations are mandatory and following the advice to achieve the standards contained in the relevant Technical Handbook is necessary to comply with the Building Regulations.
The Scottish Government has announced changes to its building standards with the publication of updated versions of the Technical Handbooks which will apply to any new building warrant applications submitted on or after 1 October 2019.

The aim of the new Regulations is to strengthen fire safety in new high rise buildings including more stringent provisions for external wall cladding systems (domestic and non-domestic) and improving facilities for people with disabilities in larger new buildings (non-domestic).
