Gleneagles Holiday Park Ltd propose to submit an application for planning permission to Fife Council for the change of use of agricultural land to form an extension to the caravan park to accommodate static pitches (for holiday use) with associated internal roads, landscaping and site infrastructure.
This consultation is intended to inform the community and local elected representatives of the proposals and invite feedback from the community. Feedback and local knowledge will help inform the preparation of sustainable plans for the proposed extension to the caravan park.
We would advise that any future planning application will be accompanied by an Environmental Impact Assessment. A Scoping Opinion request was submitted to the Council on 10 June 2025 under Section 17(1) of the Town and Country Planning (Environmental Impact Assessment) (Scotland) Regulations 2017 and a formal written response to this request is awaited (Ref. 25/01687/SCO).
The site is located within the countryside, immediately to the west of Stewarts Resort, Cameron on the north side of the A915 Largoward to St Andrews public road. The majority of the approximately 22.4 hectare site is arable land with some woodland and tree belt features. The site generally falls from southeast to northwest from approximately 160m Above Ordnance Datum (AOD) near the south-east of the site to approximately 148m AOD at the far north-western boundary.
The site is bounded by open countryside and agricultural fields to the north and east. The northern boundary of the adjacent luxury lodge development is contiguous with the southern boundary of the main site, and there are agricultural buildings immediately to the north-east of the site boundary. There are existing tree belts along the northern and southern boundaries.
Stewarts Resort has its own, existing access directly of the A915 public road and there are bus stops on both sides of the road at this access.
Cameron Reservoir lies approximately 200m north and west of the site, covering an overall area of around 68.76ha. Formerly a water supply reservoir, the site is now a designated Special Protection Area (SPA), Ramsar site and Site of Special Scientific Interest (SSSI). All three designations relate to the importance of the reservoir in supporting an overwintering pink-footed goose population. Cameron Reservoir is also home to St Andrews Angling Club, leased from Scottish Water, offering fly-only brown trout and rainbow trout fishing from both reservoir bank and boat.
The wider area is dominated by agricultural land uses and associated farm and residential properties. Cameron Burn and Cairnsmill Burn are located to the north of the site.
The proposed development is likely to accommodate up to 216 lodge style static holiday caravan pitches with associated roads and infrastructure. The proposed development will meet all requirements relating to caravan site licensing including roads infrastructure and space standards for a development of this nature.
Access to the site would be through the existing Stewart Resort access from the A915 via new internal roads. It is proposed to utilise the spare capacity available within the existing wastewater scheme within the north of the park.

A second consultation exercise is currently scheduled for Thursday 9 October 2025. Following this, and subject to any further liaison with Fife Council and other stakeholders, it is proposed to submit a planning application around the end of October/beginning of November. The planning application will be accompanied by an Environmental Impact Assessment as well as a Design and Access Statement.
The project team will consider all comments made during the PAN consultation period and comments resulting from the public events. A Pre-Application Consultation Report (PAC report) will be prepared on this consultation exercise which will be submitted to Fife Council as part of the subsequent planning application.
