Scottish Planning Policy, which sets out national planning policies which reflect Scottish Ministers' priorities for the planning system and for the development and use of land, encourages planning authorities to take a positive approach to new development in rural areas which will allow rural businesses to flourish. It advises that the planning system should “promote a pattern of development that is appropriate to the character of the particular rural area and the challenges it faces” and “encourage rural development that supports prosperous and sustainable communities and businesses whilst protecting and enhancing environmental quality.”
